If the Director finds on investigation that public convenience and necessity justify operation of the vehicle, he shall notify the applicant. Thereafter, the applicant shall furnish the Director with any additional requirements provided in this chapter, and if the Director finds the vehicle to be safe and fit and in compliance with all the requirements of this chapter, he shall issue a license upon payment of the proper fee and the furnishing of the required insurance.
