715.01 APPLICATION FOR COUNCIL PERMISSION; INTERSECTION LOCATION.
   (a)    Before any automobile service station may be located within the City, application for permission to do so shall be submitted to Council and Council shall have the discretion to grant, grant conditionally or deny any application, after giving due consideration to the zoning ordinances as a whole and traffic conditions. Before Council may act on any application, the applicant shall submit proof to the satisfaction of Council that all property owners within 500 feet of such location have been notified of the application.
   (b)    In no event shall more than two automobile service stations be located at a major intersection. "Major intersection" for the purposes of this section, means the intersection of two or more State highways within the City.
   (c)    In no event shall more than one automobile service station be located at a major and a minor intersection. "Major and minor intersection" for the purposes of this section, means the intersection of a State highway and one or more City streets.
   (d)    No automobile service station shall be permitted at a minor intersection. “Minor intersection” for the purposes of this section, means the intersection of two or more City streets.
   (e)    The commercial areas of the Buck Road intersection to Interstate Route 75 along Buck Road from its intersection of Glenwood and Lime City Roads, shall be exempted from the provisions of this section.
