713.03 LICENSE APPLICATION AND REQUIREMENTS.
   (a)   Any person who intends to engage in the business or activity of peddler or solicitor in the City shall apply to the Municipal Administrator for a license. All applications shall be made using a form furnished by the Municipal Administrator that shall require at least the following information:
      (1)    The name, physical description, and age of the applicant;
      (2)    The home address and social security number of the applicant;
      (3)    All addresses at which the applicant has resided during the previous calendar year;
      (4)    The names and addresses of all employers for which the applicant has worked during the previous calendar year;
      (5)    All municipalities in which the applicant has engaged in the business or activity of peddler or solicitor during the previous calendar year;
      (6)    A statement of the nature and character of the applicant's business and a description of the goods to be sold or services to be furnished by the applicant;
      (7)    The license number of each vehicle to be used in peddling or soliciting;
      (8)    Name and address of the person, firm, corporation or association for whom the canvassing, soliciting or peddling is presently being made and any other person, firm, corporation or association for whom the applicant has solicited during the past three (3) years;
      (9)    Whether the applicant has ever had a permit revoked, including the time and place of such revocation;
      (10)    Whether the applicant has ever been convicted of a felony violation or a misdemeanor violation involving moral turpitude including the time, place and particulars of such conviction;
      (11)    A City of Rossford tax registration form shall also be filled out and filed with the City of Rossford where deemed appropriate by the City; and
      (12)    A verifiable Ohio WebCheck completed within one (1) year of application. This background check is to be supplied at the applicant's expense.
   (b)    If the application is for an employee whose employer has been issued a solicitor's or peddler's license, the applicant shall provide the name and address of the licensed employer; shall state the length of his or her service with that employer; and shall exhibit credentials to the Municipal Administrator showing he or she is an authorized employee or representative of a licensed employer.
   (c)   If the application is for a license for charitable solicitation, the applicant shall identify the purpose for which such funds are being solicited and shall provide a statement to the Municipal Administrator attesting that the applicant or the applicant's employer has complied with the requirements of the Ohio Revised Code pertaining to charitable solicitations.
   (d)   Each application shall include two copies of a photograph of the applicant, taken within the preceding calendar year, which is to be approximately three inches by three inches square.
   (e)    The Municipal Administrator shall conduct an investigation to determine:
      (1)    Whether the information furnished by the applicant in accordance with subsections (a) through (c) is correct;
      (2)    Whether the applicant proposes to engage in a lawful commercial, professional or charitable enterprise; and
      (3)    That neither the applicant nor the enterprise in which the applicant proposes to engage constitutes a clear and present danger to the residents of the City.
   (f)   If the Municipal Administrator determines that the requirements of subsection (e) have been met and the appropriate license fee has been paid, the Administrator shall issue a license to the applicant. The Administrator shall attach one photograph of the applicant to the license, where it shall remain at all times. The Administrator shall deliver the other photograph to the Chief of Police.
