(a) No person shall equip any vehicle that is operated upon any public street or thoroughfare of the Municipality with any device, apparatus, radio, ticker or other noise-making or noise-emitting device which shall, by mechanical or electrical means, emit any sounds or noises to annoy or disturb passersby on the public thoroughfares. However, this section shall not apply to vehicles in parades, circuses or special celebrations if permits have been first procured from the Municipal Administrator.

(b) Whoever violates this section is guilty of a minor misdemeanor.
