12-1-5: LOTS OF RECORD, RECORDING AND CONVEYING OF LAND:
Whenever any subdivision of land is proposed, before any binding contract is made for the sale of any part thereof, before the subdivision is recorded with the county and before any permit for the erection of a structure in such proposed subdivision shall be granted, the subdividing owner, or its authorized agent, shall apply for and secure approval of such subdivision in accordance with the procedures herein.
No conveyance involving the division of land to which these regulations are applicable shall be filed or recorded with the Dakota County recorder's office if the land is described in the conveyance by reference to an unapproved registered land survey made after or to an unapproved plat made after such regulations became effective. No building permit shall be issued and no public utilities provided to a lot, piece or parcel of land created by a division of land made in violation of the subdivision regulations of the city. (Ord.
