Any person convicted of a violation of any section or provision of this code, where no other penalty is set forth, shall be guilty of a misdemeanor and punished by a fine not to exceed one thousand dollars ($1,000.00) for any one offense, or by imprisonment in the city or county jail for a period of not more than ninety (90) days, or by both such fine and imprisonment.
