The purpose of this chapter is to protect, preserve and promote the public health, safety, and the general welfare of the people of the city, to prevent building conditions that adversely affect or are likely to adversely affect the life, safety, general welfare, and health, including the physical, mental and social well being of persons occupying dwellings within the city, to promote and encourage property lawn maintenance, and set standards for an adequate level of maintenance to preserve the value of land and buildings throughout the city; and to provide for the administration and enforcement thereof.
