Every person who is required by Minnesota statutes, chapter 171, as amended, to be licensed in order to operate a vehicle or a motor vehicle upon a highway within the state of Minnesota, shall at all times while operating a vehicle or motor vehicle on any highway within the city have in his immediate possession a license, issued in compliance with the provisions of Minnesota statutes, chapter 171, as amended.
