There is hereby created within the Civil Defense Agency a Civil Defense Advisory Committee, hereinafter called the Committee, the members of which shall be appointed by the Mayor. The Mayor shall be chairman and the Coordinator shall be secretary of the Committee. The Committee shall advise the Coordinator and the Council on all matters pertaining to civil defense. Each member shall serve without compensation and shall hold office at the pleasure of the Mayor.
