A compost container must not be established or maintained in such a manner as to create an odor or other nuisance and any composting shall be suspended or terminated if at any time the city determines a nuisance exists or that conditions exist constituting a fire hazard or health hazard, or if there is a threat to surface or ground water from runoff or leaching.
