The City may waive any or all requirements of sections 4-2-5, 4-2-6, 4-2-7, 4-2-8, 4-2-9, 4-2-10, 4-2-11 and 4-2-22 of this chapter if compliance is not deemed reasonably necessary in the discretion of the City Administrator or the Administrator's designee, to serve the purposes of this chapter. The decision of the Administrator not to waive any such requirements is not subject to appeal to the City Council. Waiver of the provisions of sections 4-2-5, 4-2-6, 4-2-7 and 4-2-22 of this chapter may be rescinded by the City Administrator at any time upon written notice to the person subject to the requirement.
