Any person violating any provision of this chapter is guilty of a misdemeanor and upon conviction thereof shall be punished as described in title 1, chapter 4 of this code. Prior violations of this chapter shall also be grounds, in the discretion of the council, for refusal to approve a premises permit. Additionally, violation of this chapter shall be reported to the Minnesota charitable gambling board and a recommendation shall be made for suspension, revocation or cancellation of an organization's license.
