The provisions of this Code which were enacted by the Corporate Authorities prior to the effective date of the acquisition of home rule powers by the Village are hereby reaffirmed and reenacted under the increased legislative power now enjoyed by the Village Board. Each of such ordinance provisions shall be ratified and reenacted on the effective date hereof in the same manner as if they were set out in full hereafter. As all other ordinances contained within the Village Code and passed after the acquisition by the Village of its home rule powers were passed by a legislative body possessing those powers, the entire Village Code, as such Code may read from time to time, and such other ordinances passed after the acquisition of home rule powers which are not incorporated within this Code, shall all be viewed as the legislative enactments of a home rule municipality.
