1-2-1: REPEAL OF GENERAL ORDINANCES:
All general ordinances of the Village passed prior to the adoption of this Village Code are hereby repealed, except such as are included in this Village Code or are by necessary implications herein reserved from repeal (subject to the saving clauses contained in the following sections), and excluding the following ordinances which are not hereby repealed:
   A.   Tax levy ordinances and any ordinance abating any portion of a tax levy;
   B.   Appropriation ordinance;
   C.   Ordinances relating to boundaries, annexations and disconnections;
   D.   Franchise ordinances and other ordinances granting special rights to persons or corporations;
   E.   Contract ordinances and ordinances authorizing the execution of a contract or the issuance of warrants;
   F.   Salary ordinances;
   G.   Ordinances establishing, naming or vacating streets, alleys or other public places;
   H.   Improvement ordinances;
   I.   Bond ordinances; any ordinance adopting any policy or procedure for the management or reporting upon the use of bond proceeds; any ordinance approving any debt or loan by the Village, including but not limited to taxable and non-taxable lines of credit;
   J.   Ordinances relating to elections;
   K.   Ordinances relating to the transfer or acceptance of real estate by or from the Village;
   L.   All special ordinances;
   M.   Ordinances establishing, amending, or pertaining to: any Tax Increment Financing District; any special service area; the adoption of a Property Assessed Clean Energy (PACE) program or area; any special assessment; or any other ordinance approving any type of financing district or development area that may be allowable under Illinois law;
   N.   Ordinances establishing or amending any pension fund, any retirement annuity plan, or any post-employment benefits trust to the extent they apply to Village employees;
   O.   Ordinances establishing or amending any pension fund, any retirement annuity plan, or any post-employment benefits trust to the extent they apply to the Village President, Village trustees and the Village Clerk holding office as of June 10, 2020. Said ordinances shall not apply to any newly elected officer after June 10, 2020;
   P.   Ordinances related to the Village’s participation, or to any of its employees/officers participation, in any statewide pension fund;
   Q.   Ordinances authorizing or related to the settlement of any litigation;
   R.   Ordinances approving any incentive pertaining to the development of any property or project;
   S.   Ordinances approving, amending, or pertaining to any intergovernmental agreement;
   T.   Ordinances approving or adopting any Village policies including, but not limited to any personnel policy, any investment policy, any employee expenditure authorization policy, or any fund balance policy;
   U.   Ordinances approving, amending, or pertaining to any employee or retired employee benefit or insurance plan;
   V.   Ordinances authorizing the pursuit of eminent domain or the Village’s participation in any court or administrative proceeding;
   W.   Any ordinance not contained in the Village Code which primarily pertains to the internal operations of the Village, the duties of its employees or officers, or the Village’s relationships with other governmental bodies or agencies;
   X.   Ordinances exempting any employee from any other obligation or requirement of any ordinance;
   Y.   Zoning ordinances, including, but not limited to: ordinances approving the rezoning of property; ordinances approving special uses; ordinances approving exceptions to any requirement of the zoning ordinances; ordinances approving any variation or exception from any sign ordinance; and ordinances approving any plat, subdivision or resubdivision of property; and
   Z.   Ordinances determining the extent to which any closed meeting minutes may or may not be released for review by the general public.
