It is the purpose of this chapter to establish regulations relating to: a) the conversion of existing residential property to condominium ownership; b) the inspection for Code compliance purposes of newly created residential condominium developments; and c) the disclosure of property conditions for those residential condominium developments located within the Village that contain four (4) or more dwelling units for which the declaration provided in section 3 and the plat provided in section 5 of the Condominium Property Act are recorded after the effective date hereof. This chapter is being enacted in order to protect the purchasers of condominium units and the residents of rental units designated for conversion and to encourage the maintenance and improvement of the quality of housing within the Village.
