§ 35.02 FORM AND CONTENT OF PROCLAMATIONS.
   The proclamation for the declaration of a state of emergency and the imposition of specific prohibitions and restrictions shall take substantially the following form:
"WHEREAS, The Governing Body of the Town of Rose Hill has duly adopted an ordinance providing that when there exists within the Town a state of an emergency extraordinary measures are authorized to cope with any widespread illegal activity endangering the lives, safety and property of persons within the Town and
WHEREAS, by ordinance duly adopted by the Governing Body of the Town of Rose Hill the Mayor is authorized to proclaim the existence of such a state of emergency to all citizens and to impose certain restrictions for the protection of the lives and property:
NOW THEREFORE, I ________________________, Mayor of the Town of Rose Hill do hereby proclaim that:
I.
A state of Emergency exists within the Town of Rose Hill.
II.
Except as provided in section IV below and until the state of emergency as hereby proclaimed is ended it shall be unlawful for any person:
   (a)   To possess off his premises, or to buy, sell, give away or otherwise transfer or dispose of any explosives, firearms, ammunition or dangerous weapons of any kind;
   (b)   To buy or sell beer, wine or intoxicating beverages of any kind; or
   (c)   To organize or participate in demonstrations, parades, marches or vigils on any of the public ways or public property within the Town of Rose Hill.
III.
Until the state of emergency as hereby proclaimed is ended, all persons shall remain in their homes, offices or places of business between _____ O'clock PM on each day and _____ O'clock AM on the next day and during such hours it shall be unlawful for any person or persons to:
   (a)   Be or travel upon any public street, alley or roadway or upon any public property, unless in search of medical assistance, food or other commodity or service necessary to sustain the well being of himself or his family;
   (b)   Participate in or carry on any business activity; or
   (c)   Keep open any place of business, place of entertainment, or any other place of public assembly.
IV.
   (a)   The following persons are exempt from the restrictions imposed by subsection III (a):
      (1)   All law enforcement personnel;
      (2)   All medical personnel (on business);
      (3)   Military Personnel on duty in Rose Hill; and
      (4)   Town Officials on Town business.
   (b)   The following businesses are exempt from restrictions imposed by subsections III (a) and III (b) above:
      (1)   Town waterworks;
      (2)   All Public Utilities; and
      (3)   All news media.
This proclamation shall become effective at ______M on this __________ day of __________, 20__, and shall remain in force until dissolved by the Mayor or Governing Body of the Town of Rose Hill."
