The Board makes the following findings:
(A) G.S. § 160A-288 has been rewritten by the 1977 General Assembly to allow increased assistance between law enforcement agencies;
(B) G.S. § 160A-288 requires the provision of mutual assistance to be in accordance with policies adopted by the Town Board of Commissioners; and
(C) The Mayor and Board desire to establish policies under which the Town Police Department may provide law enforcement assistance to neighboring local governmental law enforcement agencies.
