§ 32.09 POWERS VESTED IN COMMISSION.
   The powers as are now provided by statute of the state or by the ordinances of the town relating to the development and operation of recreation systems, parks, and playgrounds are hereby vested in the Commission to be exercised by it subject to any and all restrictions contained in the powers and ordinances.
