§ 32.02 MEMBERS; VACANCIES; COMPENSATION.
   (A)   The Commission shall be composed of nine members to be appointed by the Mayor, by and with the approval of the Board.
   (B)   Three of the members shall be appointed for a term of three years, three for a term of two years, and three for a term of one year, and they shall serve until their successors are appointed and qualified. The latter shall serve for terms of three years.
   (C)   Vacancies in the Commission shall be filled for the unexpired term by the Mayor, by and with approval of the Board. The members of the Commission shall serve without compensation.
