The Town Administrator shall:
(A) Be authorized to inspect at any reasonable time all books and records pertaining to town affairs and kept by any officer or employee of the town;
(B) Settle any dispute as to the respective duties or powers of any appointed officers of the town after consultation with the Town Attorney;
(C) Have the power to delegate to any appointed officer any duty which is to be performed when no specific officer has been directed to perform that duty;
(D) Make any financial reports and statements as the Board may require of him or her;
(E) Keep the books of accounts of the town which shall show:
(1) Accurate and detailed statements of all moneys collected for the town by the town officers and other persons;
(2) In detail the property owned by the town and the income derived therefrom;
(3) Separate accounts of every appropriation made by the Board, the date thereof, and the purpose for which made;
(4) Each payment of public money, its purpose, and to whom paid;
(5) Separate accounts for each department of the town government; and
(6) Any other accounts as may be necessary for a complete financial statement of the town.
(F) Require from time to time all persons receiving money or having disposition or management of any town property, of which an account is kept in his or her office, to render a statement thereof to him or her;
(G) Call on all persons who may have moneys or securities belonging to the town which should be paid or delivered into the treasury, to receive and to safely keep the same for the use of the town and to disburse the funds upon the appropriation of the Board according to the order as may be duly drawn on him or her in the manner hereinafter specified; he or she shall keep in a book provided for that purpose a fair and correct account of all moneys received and disbursed by him or her, together with the source from whence they came and the purpose for which they were appropriated;
(H) Make daily deposits of his or her collections in the town depository and take a receipt therefor;
(I) Collect all property and license taxes due the town;
(J) Issue receipts for all collections;
(K) Keep an accurate record of all collections made by him or her;
(L) Supervise the town facilities and property; and
(M) Perform the duties specified in G.S. § 160A-148.
