Every resolution or order adopted or made by the Board and every petition submitted to it, which is not set out in full in the minutes, shall be filed in an exhibit book and by reference shall be made part of the minutes. The minutes of each meeting shall be submitted to the Board prior to subsequent meetings and, upon being approved by the Board, shall be signed by the Clerk. The minutes shall constitute part of the archives of the town.
