The Board shall have the power to:
(A) Assign according to classification. Assign any employee of the town to any department or branch thereof requiring services appropriate to the personnel system classification of the employee so assigned;
(B) Prescribe rules. Prescribe any rules and regulations as it shall deem necessary or expedient for the conduct of administrative agencies subject to its authority, and it shall have the power to revoke, suspend, or amend any rule or regulation;
(C) Investigate. Either by itself or by any officer or person designated for the purpose by it, investigate and to examine or inquire into the affairs or operation of any department, division, bureau, or office; and shall have power to employ consultants and professional counsel to aid in the investigations, examinations, or inquiries;
(D) Overrule officials. Set aside any action taken by a department head and may supersede him or her in the functions of his or her office;
(E) Delegate duties. Direct any department, division, or bureau to perform the work for any other department, division, or bureau;
(F) Appoint administrative committees. Designate from the administrative service the committees and the officers thereof as it shall find necessary for the proper consideration of administrative problems. The committees shall meet at the request of the Board and shall make any recommendation on matters referred to them as they shall find necessary for the best interests of the town; and
(G) Appear before the Board. Require any employee of the town to appear before and address the Board at any meeting.
