The Town Board of Commissioners (Board) finds that the regulation of abandoned motor vehicles and junked motor vehicles on public grounds and on private property within the town's ordinance-making jurisdiction is necessary and desirable to promote and enhance community, neighborhood and area appearance. In addition, a town may by ordinance prohibit the abandonment of motor vehicles on the public streets or on public or private property within the town, and may enforce any ordinance by removing and disposing of junked or abandoned motor vehicles according to the procedures prescribed in this section.
