It shall constitute a misdemeanor for two or more users of the town water to join together on one water service lateral or water meter unless same shall be approved by the Town Board of Commissioners. When two or more users (residential and/or commercial) are allowed to exist on one service lateral or water meter, a commercial rate shall be assessed and one of the several users, or the owner of the property, shall be designated as the responsible party for both the payment of the total monthly commercial charge and the applicable deposit for a commercial account.
