Air chambers of adequate size shall be provided for hydraulic elevators and hydraulic motors and shall be kept in good repair and working condition. The owner or operator of every hydraulic elevator or motor shall provide therefor a suitable meter, which shall be maintained in good repair and shall not be removed or replaced except upon notice of the town.
