Upon sale or other transfer of a bicycle, the new owner shall report the change of ownership to the Police Department and shall submit proof of change of ownership to the Police Department which shall then record the change on the police records. A fee of $.50 shall be charged payable to the village with each registration of ownership or change of ownership of the bicycle.
