§ 78.20 INSPECTION.

The Police Department shall inspect each bicycle before licensing to determine whether the bicycle conforms to the requirements of this subchapter or any rules that are promulgated by the Chief of Police and shall refuse a license to any bicycle which does not meet the rules and restrictions as provided in this subchapter or otherwise is in an unsafe mechanical condition.
