§ 78.09 RIDING ON SIDEWALK.
   (A)   It shall be unlawful for any person to operate a bicycle on a sidewalk within a business district. The Chief of Police or his duly-authorized agent shall be authorized to erect signs on any sidewalk or roadway prohibiting the riding of bicycles thereon by any person and when the signs are in place, no person shall disobey them. The location of the signs shall be determined by resolution of the Board of Trustees.
   (B)   Pedestrians shall have the right-of-way at all times over bicycles. A person riding a bicycle on a sidewalk or sidewalk crossing shall either turn off the sidewalk when meeting or passing pedestrians or shall dismount until the pedestrians have passed.
