The village shall have the authority to prosecute any and all violations of this subchapter by means of appropriate actions filed therefor in the Circuit Court of the 12th Judicial Circuit, Will County, Illinois. The relief available to the village in such an action shall include, but shall not be limited to, the recovery of all costs of removal or remedial action for which the violator is liable pursuant to this subchapter and the costs incurred in the action. In addition, any person who is adjudicated in such an action to have violated this subchapter shall be fined not less than $100 nor more than $750. A separate violation of this subchapter shall be deemed to have been committed for each day on which a violation is committed and for each day thereafter during which the violation continues to exist.
