(A) The Village of Romeoville Board of Fire and Police Commissioners may, as needed, appoint lateral transfer sworn officers from other law enforcement agencies in the State of Illinois, including municipal police departments, county sheriffs departments, and the Illinois State Police, all in accordance with the requirements of Article 10, Division 2.1 of the Illinois Municipal Code (ILCS Ch. 65, Act 5, §§ 10-2.1-1 et seq.).
(B) The Village Manager may advise the Board of Fire and Police Commissioners that a need for lateral transfer applicants has been identified within the Romeoville Police Department, and request the Board of Fire and Police Commissioners to solicit and call for lateral transfer applicants for sworn officer positions within the Romeoville Police Department.
(C) All lateral transfer applicants for sworn officer positions within the Romeovilie Police Department shall possess the following minimum requirements, in addition to such other requirements as may be established by the Board of Fire and Police Commissioners, the Village Code of Ordinances, and the provisions of Article 10, Division 2.1 of the Illinois Municipal Code:
(1) State of Illinois Law Enforcement Certification from the Illinois Law Enforcement Training and Standards Board as a law enforcement officer (part-time certification as a law enforcement officer does not meet this requirement).
(2) A minimum of two years of experience as a full- time sworn law enforcement officer of a municipal police department, a county sheriffs department or the Illinois State Police, and employed for one year since completion of a probationary period.
(3) Currently in good standing in the police department in which the lateral transfer applicant presently serves.
(4) Such knowledge, skills abilities and level of experience as are required by the call for lateral transfer applicants.

(D) The Board of Police and Fire Commissioners shall further be authorized to adopt further rules and regulations consistent with this section and with Article 10, Division 2.1 of the Illinois Municipal Code to establish and create a lateral transfer application program.
