No person shall wilfully, negligently, or accidentally break, injure, mar, deface, interfere with, or disturb any apparatus, attachment, or appurtenance of the Village Water Department, or commit any act tending to obstruct or impair the intended use of the equipment. The perpetrators of such an act or acts, either wilfully, negligently, or accidentally, shall be liable to the village for the costs and results thereof.
