The office of Village Treasurer is created. The Village Treasurer shall, before the beginning of each fiscal year, be appointed by the President of the Village Board with the consent of the Board. The Treasurer shall receive all moneys belonging to the corporation, and shall keep his books and accounts in such manner as may now or hereafter be prescribed by the Board. Such books and accounts shall be subject to the inspection of the President or any member of the Village Board at any time without notice.
