Any decision by a Hearing Officer that a Code violation does or does not exist, or sustaining or overruling any administrative action of the village or any vehicle impoundment under Chapter 81 shall constitute a final determination for the purposes of judicial review under the Illinois Administrative Review Act (ILCS Ch. 5, Act 100, §§ 1-1 et seq.).
