§ 42A.14 PETITION TO VACATE DEFAULT ORDER.
   (A)   After entry of an order finding the defendant in default and liable pursuant to § 42A.13, the Hearing Officer shall not hear a petition to vacate said default unless the defendant first pays a $30 administrative fee to the village. Said administrative fee shall be due when the violator files a petition for vacating a default order.
   (B)   A Hearing Officer may set aside any judgment entered by default and set a new hearing date upon a petition filed within 21 calendar days after the issuance of the order of default if the Hearing Officer determines that the petitioner's failure to appear at the hearing was for good cause, or at any time if the petitioner establishes that the village did not provide proper service of process.
