§ 156.02 INTERPRETATION AND APPLICATION OF CODE.
   In their interpretation and application, the provisions of the Code or ordinances shall be held to be minimum requirements adopted for the protection of the public health, safety, and welfare of the village. This Code and The International Property Maintenance Code, 2000 Edition, with all local amendments as adopted by the village, shall apply as minimum standards for maintenance of residential rental housing, as set forth in Chapter 151 and Chapter 155. Where the requirements of this Code vary from any other lawfully adopted state or village laws, rules, regulations, ordinances, codes, deed restrictions, or covenants, the more restrictive or that imposing the higher standards shall govern. The village does not enforce any private covenants between land owners or tenants nor does it adjudicate or resolve conflicts between neighboring property owners.
