§ 31.27 ORDINANCE RECORDS.
   All ordinances passed by the Village Board shall be recorded by the Clerk, before the next regular meeting after their passage, in a book to be kept for that purpose. The Clerk shall note at the foot of the record of each ordinance, a memorandum of the date of its passage, the date of its approval by the President, and the date of the publication of such ordinance in book and pamphlet form or by newspaper, or in case there is no newspaper published in the village, the places where and when posted. This record and memorandum or a certified copy thereof shall be prima facie evidence of the passage and legal publication or posting of an ordinance for all purposes whatsoever. The original shall be filed in the office of the Clerk with a certificate of publication or posting attached to the ordinances requiring publication or posting.
