The Commission shall consist of up to ten members who are residents of the village, appointed by the Village President with the advice and consent of the Village Board of Trustees. All members of the Commission shall be appointed for terms of one year, and provided further, however, that all members appointed to the Commission shall continue to serve from and after their appointment until such time as a successor has been appointed and sworn. Any vacancies occurring in the membership of the Commission shall be filled by appointment by the Village President with the advice and consent of the Village Board for the balanced of the unexpired term. In addition, the Village President may also appoint one or more individuals to serve as members of the Commission based on particular experience or expertise possessed by such individuals that is relevant to the business of the Commission. Such individuals may, but need not, be residents of the village, and shall be appointed and serve terms as hereinabove set forth.
