All functions, powers, and duties conferred or imposed on the Village Manager shall be subject to the superior right and power of the President and Board of Trustees to supervise and administer the local government and affairs of the village. However, all acts and things done by the Village Manager pursuant to the provisions in this subchapter shall, unless otherwise expressly provided herein, be final and conclusive unless and until superseded by the action of the President and the Board of Trustees.
