Before proceeding with the construction, alteration, repair, demolition, or removal of any building or any part thereof within the village, a permit shall first be obtained from the Village Clerk, as herein provided by the owner, or his or her agent of the real estate on which the construction, alteration, repair, demolition, or removal of any buildings or any part thereof is to take place. It shall be unlawful to proceed with construction, alteration, repair, demolition, or removal of any building or any part thereof unless a permit has been issued from the Building Department.
