No person, firm, partnership, association, or corporation shall construct or cause to be constructed any buildings within the territorial limits of the village until the plans and specifications of the building or structure have been reviewed by the Department of Community Development and the Fire Prevention Bureau and until such plans and specifications have been determined to be in compliance with the regulations and standards contained in this chapter.
