(A) The President and Village Clerk are authorized to execute on behalf of the village the contract and by-laws of the Intergovernmental Risk Management Agency following approval of these documents by a majority vote of the Village Board.
(B) The commencement of the operations of the Agency and the obligation of this municipality to fully participate in the operations shall be effectuated in accordance with a mutual starting date agreed on by all participating municipalities.
