(A) Four members of this Zoning Board of Appeals shall be necessary to constitute a quorum for the transaction of any business, except that less than a quorum of members may meet and adjourn from time to time until a quorum is present.
(B) The affirmative vote of four members shall be required for the exercise of powers or functions conferred or imposed upon the Zoning Board of Appeals.
