There shall be affixed on the inside of each public passenger vehicle in a conspicuous place and in such manner that rate may be easily and conveniently read by any person riding in such public passenger vehicle a card in a frame covered by a glass or other transparent material upon which card shall be printed in plain, legible type the rates of fare as prescribed by the preceding section.
