If the Village Manager or the Village Manager's designee finds that the applicant conforms to the provisions of this chapter and that the application and background reveal nothing of a nature that might endanger the health, safety, and welfare of general public as a result of the possession of a license, then the Village Manager or the Village Manager's designee shall issue a business license upon receipt of the appropriate fee or the prorated payment of the first year's license fee.
