No person, firm or corporation shall operate or permit a public passenger vehicle which is owned or controlled to be operated as a vehicle for hire upon the streets of the village without first having obtained a business license. This provision does not apply to a person who is merely an employee of the owner of the vehicle or who leases the vehicle from the licensee.
