No person shall accept or acknowledge the transferring of a beneficial interest in a real property located in the village or the transfer of a controlling interest in a real estate entity owning property located in the village, without first obtaining a real estate transfer declaration from the transferor and transferee and unless revenue stamps in the required amount, as set forth in this section, have been affixed to the deed or transfer document.
