(A) Applications for licenses shall be made in writing to the Clerk, on a form to be furbished by him, and shall comply with the general provisions relating to licenses.
(B) All applications for a license to conduct a restaurant shall be referred to the Health Officer. He shall make or cause to be made an investigation of the premises to be used and report his finding thereon, recommending or advising against the issuance of the license.
