The applicant shall pay an annual fee of $5,000 upon the submission of an application for any license under this chapter. License applications and fees are due on January 1 of each calendar year. Applicants may apply for a license at any time during the year, but shall be liable for the entire fee required hereby, regardless of when in the year such application is made.
