During the first workshop meeting and at the next regularly scheduled meeting of the corporate authorities, in December of each year, the corporate authorities shall consider whether licenses issued under this code expiring on December 31, shall be extended upon the expiration date set forth on the license or as established by this code. In the event that the corporate authorities determine that the licenses shall be extended beyond the expiration date, the determination shall be made by a resolution adopted by a majority of the corporate authorities then holding office.
