No license or permit shall be granted for a longer period than one year and all licenses or permits shall be signed by the President and countersigned by the Village Clerk under the corporate seal unless otherwise provided. In all cases where it is not otherwise expressly provided, the President shall have the power to hear applications and grant licenses on the terms specified by the village ordinances.
